Does a rubbing door need replacing?
Usually not. Hinge adjustment, a frame check and light planing where needed will normally solve it.
Will new seals stop cold air from a window?
Yes, if the leak is at the seal. If it comes from the glazing unit or a distorted frame, the scope differs and is confirmed at survey.
